Mission Statement

Regional Residential Services Society offers residential choices that support the individual dreams and goals of adults with intellectual disabilities.

About RRSS
  • RRSS is a not-for-profit society, registered under the Societies Act of the Province of Nova Scotia.

  • It has supported adults with intellectual disabilities in a variety of residential settings since 1979.

  • RRSS is based in the Halifax Regional Municipality (HRM).

  • It presently supports approximately 165 persons and employs over 500 staff.
Board of Directors

RRSS is governed by a volunteer Board of Directors. The Board provides vision and policy direction to the organization. Board members are elected annually at the Society's Annual General Meeting. Many are family members of those supported by RRSS. The local professional community (legal, finance, business) is also represented on the Board.

In pursuit of its mission, the Regional Residential Services Society operates services which are founded on the following Principles and Philosophy.

1.      Commitment to the Concept of Normalization
The Society shall provide and/or develop services based on the principles of "Supported Inclusion", "Social Role Valorization" and "Normalization". Normalization is defined as the "utilization of means which are as culturally normative as possible, in order to establish, enable, or support personal behaviours, appearances, and interpretations which are as culturally normative as possible."

2.      Commitment to Individual Rights
The Society is committed to upholding the human and legal rights of persons in the service system.

3.     Commitment to Community Based Service Development
The Society is committed to the operation and development of community based services so as to provide a permanent alternative to the institutionalization of citizens who have intellectual disabilities. The Society shall further ensure that the development of community based services is conducted in such a manner as to promote the highest possible degree of social and economic integration of citizens who have intellectual disabilities into the life of the community.

4.     Commitment to a Comprehensive System
The Society shall provide a range of residential services which will ensure that suitable options are available so that the individual can develop to, and maintain, his/her optimum level. This assumes that each individual will be enabled to function in the least restrictive living situation possible.

5.      Commitment to Service System Coordination
The Society is committed to the coordination of services with all other services for persons who have intellectual disabilities.

6.      Commitment to the Utilization of Generic Services
The Society shall accept the responsibility to ensure that persons served by the Society utilize such generic services as are available.

7.      Commitment to Regionalization
The Society shall give first priority to providing community based residential services to individuals who are from the Halifax Regional Municipality (HRM). If someone from outside HRM has a specialized non-residential need which can only be met with HRM (e.g. medical), the Society shall attempt to provide a suitable residential service. Otherwise, the Society will promote regional service development throughout the Province.

8.      Commitment to Planning and Orientation to the Future
The Society shall plan its future programs in cooperation with other services and/or planning bodies, by assessing the future needs of current residents and projected needs of individuals who have intellectual disabilities within the Halifax Regional Municipality (HRM).

9.      Commitment to Program Quality
The Society is committed to the operation and development of a quality of service which enhances dignity and reflects individual's needs.

10.      Commitment to Evaluation and Assessment
The Society is committed to on-going evaluation and assessment of programs and policies to ensure that high quality service is maintained.

11.      Commitment to Individual Program Planning
The Society shall ensure that a suitable individual program plan is developed with each resident and/or representative.

12.      Commitment to Integrated Programming
The Society shall ensure that the individual resident's program plan is developed to coordinate with the other services he or she requires.

13.      Commitment to Staff Quality and Development
The Society is committed to employing and developing staff who will provide the best quality of service.

14.      Commitment to Innovative Services
The Society shall ensure that there is an awareness of new techniques, trends, and developments in the field of residential services and, where appropriate, will utilize same.

15.      Commitment of Appropriate Resident Groupings
The Society shall ensure that residence groupings are responsive to the needs and interests of individuals.

16.      Commitment to Economy
The Society is committed, in the provision of its residential services, to maximize cost benefit and cost effectiveness while ensuring that the residents' best interests are met.

17.      Commitment to Family
The Society acknowledges the Family (and other significant relationships) as integral in the lives of residents and welcomes family participation and involvement as partners in responding to the needs and aspirations of residents.

Code of Ethics

April, 2000

This Code of Ethics is a brief set of affirmative statements and unifying principles for staff, live-ins, students, and volunteers providing community based residential services to adults who have an intellectual disability. All individuals working on behalf of Regional Residential Services Society shall at all times adhere to this Code of Ethics.

As an employee, live-in, student, or volunteer of RRSS, I shall:

      Aspire to the highest possible standard of conduct and honesty.
      Strive to be aware of my own belief systems, values, needs, and limitations and the effect of these on the people with whom I work and serve.
      Respect and protect human and civil rights, and not discriminate against any person on the basis of race, ethnic background, language, religion, marital status, gender, sexual orientation, age, abilities, socioeconomic status, political affiliation, chronic or life threatening illness.
      Notify my immediate Supervisor and/or the Executive Director should any situation arise which affects my ability to provide competent service, or threatens the health or wellbeing of a client or staff, including but not limited to a physical or mental health problem, disability, illness, or conflict of interest.
      State an opinion, judgement, or use a clinical diagnosis only if there is a documented assessment, observation or diagnosis to support the opinion, judgement, or diagnosis.
      Be an appropriate role model for clients at all times, including but not limited to, exercising proper hygiene and dress.
      Ensure that all communication is effective, professional, and consistent with the mission, beliefs, and values of RRSS.
      Refrain from using a position of trust with a client to receive special benefits, gain, or gratification for myself.
      Never engage in sexual intimacy with clients.
      Ensure that the needs of those I serve come first, including the rights of individuals to privacy, respect, confidentiality, and self-determination.
      Adhere to any statutory acts, regulations, or by-laws which pertain to the provision of services within RRSS.
      Recognize the unique nature of the workplace within RRSS ensuring professionalism and respect in all of my interactions with co-workers and clients.
      Commit to excellence in my standard of performance, and recognize the need for ongoing quality training and supervision in my work.
      Support my colleagues in their adherence to this Code of Ethics.
